Ran Universal Extractor and unpacked successfully, but all included executables just give error messages.

NetBalancer needs to install drivers to effectively shape the traffic.

I was a big fan of Netlimiter back in the day, so I was really happy to see an even somewhat limited version. The unregistered version is limited to a maximum of 3 process priorities/limits and 3 rules at a time, which is fine since there are really only 3 applications at any given time on my machine using lots of bandwidth.

Didn't even have to test: not portable, saves settings to registry as described here: http://seriousbit.com/netbalancer/help/

I'll be doing some additional testing, but -- assuming it's still worth using -- here's a longer write-up ...

Usage:

* Many more programs treat bandwidth as candy with video-intensive tools that suck up a lot of data. As more and more media services try to adapt to your connection speed, this can reduce overall bandwidth without intense quality issues.
* Despite the ability to balance connections, this program will also block them so you can use it as a firewall.
* Rural or wireless users often have network bandwidth caps on some services
* Some offsite backup services can use a lot more bandwidth than you're expecting, as well as Window's update tools
NetBalancer is an internet traffic control and monitoring tool designed for Microsoft Windows XP, 2003, Vista, 7, 8 with native x64 support.

With NetBalancer you can:

Manage priorities and limits for each network adapter separately
Define detailed network traffic rules
Group local network computers and balance their traffic synchronised
Set global traffic limits
Show network traffic in system tray

It looks like specific processes and detailed rules are limited to the registered version
Status: Not portable. Writes to HKEY_CURRENT_USER\Software\SeriousBit and C:\ProgramData\SeriousBit\NetBalancer This isn't from a test, there's very clear details about where settings are saved in the FAQ, which is something I'd love to see more often from developers.

Update: Ghacks came back to this program roughly a year ago and handed out 5/5 rating.

Unfortunately, I got an error message during re-testing that I couldn't seem to resolve so leaving this in "not portable".

This program is still in development, now at v.12.2.4. Probably considered liteware.
The unregistered version works as a monitoring application only, and supports no priorities or rules.
