A free and open Icon collection. Over 10,000 Unique Icons. Free for anyone to use on you computer, website or any other project. The library is not a theme. Its a centralized source for icons to cover all your needs. The goal is to cover all common apps, operating systems, mimetypes, devices, and country flags.

I have tried using some of their icons before. They have an impressive collection in multiple sizes and file types. They are covered by a wide range of free and open source licenses, unfortunately the documentation is not ideal. It can take quite a bit of time and effort to determine the license of the icons you want to use. Still well worth looking at if you are in need of a royalty free icon for a website or programming project.

It can take quite a bit of time and effort to determine the license of the icons you want to use.
Very true dmg, another source for guaranteed Royalty Icons is from http://icons.mysitemyway.com/ which has a license of use it for anyway you want but don't put the icons in a package and pass of as your own (which is obvious.) They also state you don't have to link back to them, but it would be appreciated.

I believe most are free for personal use.
