Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.
I just found out that medit (AKA mooedit), a long standing OSS text editor for Linux, was recently updated and has a Windows version claiming portability (untested!).
