Paint.NET

Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

Topic update: as noted above, Paint.NET v5.0.13 released 2024-03-05 (changes at https://www.getpaint.net/roadmap.html; check the blog post announcement as well its forum post).
Paint.NET is image and photo editing software for PCs that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. [...] It started development as an undergraduate college senior design project mentored by Microsoft, and is now maintained and developed by Rick Brewster. Originally intended as a free replacement for the Microsoft Paint software that comes with Windows, it has grown into a powerful yet simple image and photo editor tool.
Is Paint.NET free?

There are two releases of Paint.NET. One is free, the other is paid:
  • Classic: The "Classic" release is downloaded from this website and is provided free-of-charge.
  • Store: The "Store" release is downloaded through Microsoft's Windows Store and is paid.
The functionality is the same for each release, except that the "Store" release has fully automatic updating.
System Requirements: Windows 11; or Windows 10 (version 1809 or newer); or Windows Server 2019; or Windows Server 2022; 64-bit CPU (Intel/AMD x64 or ARM64).

Paint.NET runs on Microsoft .NET 7[!], which is included as part of the app. It does not need to be installed separately.

I just followed the link: https://www.getpaint.net/ but I could not find how to download paint.net outside of the Microsoft store,
but I could get it from Softpedia: https://www.softpedia.com/get/Multimedi ... -NET.shtml
Version Version 5.0.13 (5.13.8830.42291)

Not tested if it is a portable version.

Paint.NET v5.1 released (changes and downloads at https://github.com/paintdotnet/release/releases/).
Minimum OS requirement [changed] to Windows 10 v21H2 (previously this was Windows 10 v1809)
