I'm posting about this because we've talked a lot about throttling programs here on the site over the years. Process Lasso, Daphne, BES, etc. I finally found one that does so for free and for all background/unused processes. The goal here is saving electricity, but I wouldn't be surprised to see some performance improvements by giving foreground processes the spotlight.
Several important caveats:
* Untested
* Absolutely huge (144 meg download)
* Windows 11 22H2 (Build 22621) or above
* Reasonably new processor (approx ~2019 Intel, 2021 for AMD)

Considering the massive footprint, isn't it Electron-based?

Good question -- some of the internal file seem to be webkit based, others look like dotNET. I'm not sure.
