However, short of running IP2 continuously in some kind of batch file scheduled for execution at pre-set intervals,
there is an easier alternative:

The *.install exe package was built with InnoSetup installer (package version detected: 5310).
To sidestep full installation, unpack with innounp.exe (0.38) http://innounp.sourceforge.net/
(or Universal Extractor with up-to-date innounp module) to dump the files in a folder of your choice,
then run trueip.exe.
Tested under winXP.
