Wizmo - multi-purpose - miscellaneous Windows functions
I agree that it's a handy tool, and I have a copy in my portable arsenal (along with NirCmd and a few other command line apps).
It won't get into the database, though. Andrew's statement on the FAQ is that command line apps are "pretty much always portable" and are already listed in plenty of other sites.
However, I think it would be nice to have a "Portable Command Line" forum, since I don't know where those command-line-app-listing sites might be...
Does anyone know of sites that list command line applications for Windows?
