As per this discussion on system monitoring tools, I think that Winbar should be submitted to the database (assuming that the decision to accept VB apps stands).
It writes settings to a cfg file in the same directory as the application and as along as you've got Win98 or better you should already have the required VB runtimes installed on your computer.

installer version doesnt keep settings after closing, not sure why

I agree WinBar is very unique in its class, its part file manager/part system monitor
