No, I didn't.
It would be nice if the developer adds some command-line parameters or an option to save data and settings in program folder.

I am sorry you cannot test Network Meter on your system. Perhaps you may contact the developer directly- the e-mail can be found in Help - About... F1 menu.

Certificate Information
Tool for extracting and browsing certificates from certificate and signed files.

This application allows to display certificate and file properties.
It has capability to export displayed certificate to PEM or DER format.

Here are supported file types:
  • All Portable Executables (e.g. *.exe; *.dll; *.sys; *.ocx; *.acm; *.ax; *.cpl; *.scr; *.drv; *.tsp; *.rll; *.rs; *.tlb)
  • All Structured Storage files (e.g. *.msi)
  • All Certificate files (*.pem; *.crt; *.cer; *.p7b; *.p7c; *.der; *.pfx; *.p12)

Just confirmed -- even when "File | Persistent layout and settings" option is unchecked -- which makes Network Meter neither portable nor stealth. Moving related posts.

Wonderfully small and minimalist with all the basic image view tools that anyone might need. Reminds me in some ways of STDU Viewer but for images. Also, I don't know how to explain why the unique and interesting zoom function being semi-transparent with the ability to rotate the window makes sense, but if you're looking closely at a picture or photograph this would really help.

Testing notes: minor sluggishness with a huge 15 meg photo. Doesn't support animated PNG files.

Steps: download, extract, launch PhotoView.exe

Status: Not portable, writes to C:\Users\USERNAME\AppData\Roaming\PhotoView.ini but they're very minor so would qualify as portable for some users.

License: Freeware

Problems:

* Didn't support drag-and-drop on my Win10 system, you have to click through the nav pane to find a given image or associate files (not portable)
* Magnifier doesn't work on zoomed out images, meaning zooming on hugely detailed images just zooms on the preview image (see screenshot)

Yeah MiTeC is a great freeware source -- it saves a few too many settings to qualify as an edge-case portable program:
