Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

You're probably better off with a program that's entirely command-line based: PDFBox. PDFXChange Editor has a few command-line functions, but it's fairly basic. Nothing on output folder, if I recall.
