its a skinable, fast and small client for ICQ and AIM protocol (maybe more, i did not read everything on the website).
the homepage offers a no-install zip version.
the program however writes 2 single settings (inline pictures yes/no) for aim protocol into the windows registery, everything else however (including account data) is stored in .ini files.
i tried running it from a portable drive after using it on my main pc and it works fine.
it might be considered portable, since it seems like a great alternative im client.
