from March 2009, ConTEXT Editor has switched it's license from freeware to open source (New BSD License) and it's sources (object Pascal) are hosted on Google.
winPenPack has powered a portable version of ConTEXT editor on the version 0.98.5 (this is a previous version; last version is 0.98.6).

Old topic update: the portable download link on ConTEXT webpage points in fact to the X-ConTEXT package (i.e., 'X-ConTEXT_0.98.6_rev1.zip'), but the current WinPenPack version is newer (X-ConTEXT v0.98.6 [rev3], apparently a simple X-Launcher update; see http://www.winpenpack.com/main/download.php?view.1205). Being OSS, ConTEXT has a source repo located at http://code.google.com/p/contexteditor/.

Although it is still recommended in several places around the Net, ConTEXT development ceased in 2009, and there's a note at its site stating: "ConTEXT has not been developed for a long while. This is because ConTEXT was originally written using Delphi which requires a licence [sic] for users to develop with the components used. Sunday, 25th September 2011".

I tested rev1. Didn't realize there was a rev3. I got rev1 portable from here: http://www.contexteditor.org/downloads/
