Cameo v110501 (x32 only, although development of a x64 version is mentioned) is available in Shell, PDE Lite and PDE Complete flavors at Sourceforge:

The Shell version is allegedly portable and perfectly usable, since its core elements are stable and haven't been updated since release -- in my perfunctory tests, it was compatible with Classic Shell on Windows 7 x64 SP1...

Old thread update: this project seems to be long dead. Based on the PortableApps page, there were some license concerns, including open source issues and distributing Adobe apps: https://portableapps.com/node/19321
