Is it really necessary to have a portable replacement for Windows Disk Defragmenter? Perhaps not, but here are a few anyway (and they are very small).

Isn't there some gui builder program out there that can be used to make this more functional? I'm sure I saw one somewhere. It was mentioned in the forums over at portableapps.com

What do you mean by that mate?
Let's say, you want to defrag volume E.
Use a shortcut and enter the following exactly as it appears: Just replace Defrag.exe by WinDefrag.exe if you want the GUI to show.

He does have a point. What does the guy's EULA say about this? Are we allowed to repackage it with sets of .BAT files pre-made for common Hard Drive letters? Or perhaps convince him to package them in.
