Resizor is a free software for high-quality image resizing and retargeting.
Want to make a big picture smaller? Or a small picture bigger? That's what Resizor is made for.
It also features a recently published image retargeting technique called seam carving. This allows you to change the size of the image without changing the content by removing areas of low importance.
But Resizor also offers conventional resizing via resampling using a variety of filters, some of them offering quality even superior to industry standard Adobe® Photoshop®.
There is no need to install it, you can just run it right away by double clicking the program file. You can always move it into you program files folder, though, and then add a shortcut to your start menu and/or desktop. Depending on the demand I might also offer an installer for download in the future.

The Resizor program notes just resizes images and doesn't do seam carving. Here's a look at the (sadly cropped) application from the Youtube video:
This later version could be either fully installed, or its components unpacked manually with the innounp tool. innounp -v will list the package contents innounp -e will extract the components
Note this 1.11 version requires MS Visual C++ 2008 Runtime
Awesome, thanks __philippe and Baas. I know there might be better things to do than maintain these very old threads, but I had real difficulty finding details on this program anywhere in my research. I hate the idea of these programs and the hard work by their original authors just disappearing.
SCG v1.10works fine under both WinXP and Win7 alike.
SCG v1.11 (extracted manually via innounp -x to retain the required directory path structure)
under Win7 works fine
under WinXP FAILS (picture work frame blacks-out when attempting to delimit an area for removal)
Verdict: a superb addition to any picture-editing toolbox...
