Interesting, I didn't realize this was an issue. I found a setting in Firefox to disable CTRL+Scroll wheel zoom function: https://support.mozilla.org/en-US/questions/1113500 and articles on it going back to 2010 so I guess this has been a requested action for some time.
No Mouse Wheel Zoom works on all browsers and Applications, for example it is hard to stop Microsoft excel zoom funciton but with this tool it very easy
