I couldn't tell ya how portable it is in regards to registry entries and whatnot, I just ran across it.

The affiliated links and required tools are unfortunately also broken. The Device Emulator discussed in it's community preview edition is now on v.3.0, released in 2008: https://en.wikipedia.org/wiki/Microsoft_Device_Emulator ... it likely doesn't function in the same portable manner as before.

My hope was to find some tools that are compatible with software of it's era or some excellent games, but mostly it's just looking like an extremely lightweight OS.

I was a somewhat inspired by the Lazy Game Reviews channel, which highlights ancient software (primarily games), to dig into this.

I would be very interested in your findings, too.
I still have my first PDA somewhere -- a Fujitsu-Siemens device I used as a (car-)portable GPS -- and I remember Windows CE as extremely lightweight (and somewhat buggy, too, like most OSes were back then).

I probably won't dig into this much further just because it didn't solve the problem I was hoping it would, but I remember the OS fondly (bugs and all) and might be able to find some great stuff with some digging.
