MIT licensed TextClipboard (https://github.com/sekogan/TextClipboard) is what the name implies.
TextClipboard is portable -- but requires system integration via script that sets it up in the registry with no admin privileges, all of which can be undone with another script -- very simple operation, no UI, tiny executable, so not much to test here.
