Found youtubeDLFrontEnd (https://cresstone.com/apps/youtubeDLFrontEnd/) a while ago and haven't seen it mentioned here yet, so here goes (untested!) -- youtubeDLFrontEnd is DotNET (v4.0+) dependent and the youtube-dl binary has to be downloaded separately (from http://rg3.github.io/youtube-dl/).

I did a brief test of youtubeDLFrontEnd- the program is portable (configuration saved in youTubeDLFrontEnd_settings.ini inside program folder) and it works fine. However it seems that one cannot change default download folder (videoDownloads sub-folder to program folder). This front-end is only 142 KB executable, the latest version- 1.2.2, is from 2017-04-27 and it works fine with more recent versions of youtube-dl.exe.

The program is decent and I hope it is not abandoned. Some time ago I contacted the developer about another of his programs but so far I haven't got a response.
