From the developers of - sK1 project - who are currently developing PRINT DESIGN (an open source vector design app that points towards outperform Inkscape to equal forces with CorelDRAW and Illustrator).

sK1 Project Palette Collection (rev.1.0)
We have collected and processed the palettes that, as we think, may be useful for graphics design. Our primary goal was to provide sK1 users with a good set of swatches like other graphics software. But sK1 application got a lot of filters for different palette file formats. Therefore we prepared this collection available for wide range of graphics applications as open source and commercial: sK1, Inkscape, GIMP, Scribus, Karbon, Calligra, LibreOffice, CorelDRAW, Corel PhotoPaint, Adobe Illustrator, Adobe Photoshop, Adobe InDesign, Xara Designer, Xara Web Designer etc.

All the palette files are released into the Public Domain. So you may use their even for unlimited commercial use.

I have been interesting in finding some color palate tools out there so I came back to this thread for some initial pallates. My preference of editor from the list provided is GIMP, but I had some trouble with the .GPL files that are available for the GIMP editor.

A promissing vector graphics editing App.
SYNOPSIS:
sK1 2.0 is an open-source illustration program that can substitute professional proprietary software like Corel Draw or Adobe Illustrator*. The application is written using wxWidgets toolkit, so it is really multiplatform software which uses platform specific controls. sK1 2.0 supports professional publishing features, such as multiple page document, CMYK color, separations, ICC color management and press-ready PDF output.

This review suggests that it's better to use SK1 for design print due to CMYK support issues with Inkscape.

Another review that's more of a description:
Unique project features are a CorelDRAW formats importer, a tabbed multi-document interface, a Cairo-based engine, color management, etc. SK1 also includes CMYK colorspace support and CMYK support in Postscript.

SK1 can export documents to Adobe Illustrator 5.0 (based on PostScript), PDF, PS, SVG, SK/SK1, CGM and WMF. It can also import formats such as CorelDRAW versions 7 to X4, Postscript (PS) and Encapsulated Postscript (EPS), etc. Download SK1.

@Baas thanks for testing, I sent a request to one of the authors to save settings inside App folder and this is his response:
sK1 Project
Well, reasonable request. Application write nothing to registry. But there is no problem to to store config in app folder. Hope we will fix it.
Issue is reported to be tracked and fixed:

I expect this recently released App to be buggy but it has been in active development during last year and authors are responsive so it should have many improvements soon.
