I'm using the "Settings manager" because it's way easier to save and get data from. I don't like the idea of carrying a .ini file around. :(
I think it's not that hard. To save settings portably, just serialize them to a format such as XML or JSON and write them to a suitable file manually.

Oh can we have a XML and JSON debate?

Umm? I mentioned both XML and JSON on my own, implying that I consider they are both okay. We're probably not going to get a very heated debate out of this topic...

@Nickesm: Guinness is referring to our recent SVN vs. Git debate.

The presence of some edition tools in GIF recording are very exciting. Unfortunately, it doesn't look like the author is going to change his mind:

Screen To Gif at version 2.3, changes:

Most important- True portable mode is now possible. Head over Options > Temporary files and create a local Settings.xaml file to enable the portability.
What's new?

• UI overhaul based on usability tests with users. This reflects to the recorders, the editor and other windows.
• True portable mode is now possible. Head over Options > Temporary files and create a local Settings.xaml file to enable the portability.
• New ActionStack (Ctrl+Z, Ctrl+Y, etc), now it will eat less of your disk space.
• Option to change the theme colors of the Recorder UI.
• Option to show the total values of the Progress feature.
• Added a Transition option to fade to a specific color.
• Added a Statistics tab with some info about the current recording.
• Ukrainian translation added.
Experimental features

• Full screen recording is now possible. Use carefully, it's not polished yet.
• There's a new encoder called "ScreenToGif", great for recordings with less than 256 colors, but it's slower.
Bug fixes:

♦ The notorious bug with multi DPI set of screens. Finally.
♦ A lot of bugs related to the ActionStack (Ctrl+Z, Ctrl+Y, etc)
♦ A recording bug that was causing an error while saving the file.
♦ Overwriten files had a wrong filesize.
♦ After importing a gif, it was impossible to save as video.
Known bugs:

♠ OutOfMemory exception when importing giant videos.
♠ A small bug causes a crash when you select the "ScreenToGif" encoder, close the app and open the editor again. To void this bug, go to Options > Temporary files and clear your settings. As a better solution, you can simply find the key called "GifEncoder" and type the value "Legacy".
Screen To Gif version 2.3 seems portable- all settings saved in Settings.xaml file- just create a blank Settings.xaml file inside program folder before running ScreenToGif 2.3.exe and in settings set the folder for temporary files, example:

Please confirm that Screen To Gif version 2.3 is portable.

Hi @smaragdus, thanks for the status update. Also, both places (GitHub and Codeplex) should have the same binaries now. (I updated the one of them first yesterday, because of a small bug)

Also, you can work with relative paths, like ".\Recordings" instead of a fixed location.

@joby_toss I was not aware of this. I'll keep looking, but it looks like some tracing files automatically created by Net Framework.

Great news -- I check it out and this is a really impressive program. I'm definitely going to run what looks like an amazing editor program through the paces very soon.

Possible entry steps:
  1. Download and extract the zip file to a folder of your choice
  2. Rename ScreenToGif[version].exe to ScreenToGif.exe
  3. Create an empty text file and name it Settings.xaml
  4. Launch ScreenToGif.exe
  5. Click Options - Temporary Files and enter a period "." (no quotes) in the Location Folder blank
(Edit: I swapped steps 4 and 5)
