Rufus is a small utility that helps format and create DOS bootable USB flash drives.

It's a no-install, single .exe file. I believe it writes to / change some system settings but can't figure out what or where. Any idea?

Reliable USB Formatting Utility (with Source) is an Open Source portable USB formatter and ISO/img writer, released under a GPL3 license... (see http://rufus.akeo.ie/)

Rufus is a [fast] small utility that helps format and create bootable USB flash drives, such as USB keys/pendrives, memory sticks, etc.

It can be be especially useful for cases where:
- you need to create USB installation media from bootable ISOs (Windows, Linux, etc.)
- you need to work on a system that doesn't have an OS installed
- you need to flash a BIOS or other firmware from DOS
- you want to run a low-level utility

Despite its small size, Rufus provides you with everything you need!

Discussion about Rufus' merits is ongoing at http://reboot.pro/16374/ (where it can also be downloaded):

The utility originally started as a replacement for the venerable HPUSBFW tool and basically offers all the features HPUSBFW has, apart from the ability to provide external DOS files.

No, its cool: you provided a little more info than what we have in the other thread, so that will make writing an entry a bit easier if this gets added.
