Portability:
Settings and lists are stored in the application folder.
You can also use local lists, and I noticed that PG2 uses a relative path if the list is stored at the same drive.

(There is also PeerGuardian Lite, which I haven't checked out yet. It is a derivative of PeerGuardian 2 made to consume as little CPU/RAM as possible. It has no UI or options and consists of a single tray icon.)
About PeerGuardian Lite: I wouldn't recommend it since you don't have too much control over what does and does not get blocked, so you have to keep toggling it on and off if you have a problem. At least, that's my understanding from the description. I know that PeerGuardian does not like Valve's Steam or Neverwinter Nights and there's probably plenty more that will conflict with it. With normal PG, you can simply add exceptions, but I don't think PGLite allows this.
