Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.

This seems a tad overly strict as a definition of 'portable.' If this definition is accepted then the whole category of System-RegistryTools will have to be deleted from the database. Surely, some applications by their very nature and intended function must modify the registry yet are portable in all other respects.
The app in question merely activates certain hidden functions within Windows via the registry without actually pointing to an instance of itself or anything.
