Submit portable freeware that you find here. It helps if you include information like description, extraction instruction, Unicode support, whether it writes to the registry, and so on.
jUploadr is a cross platform, cross-site photo uploader. Currently it runs on Windows Linux and OS X and supports both Flickr and Zooomr. This application requires Java, and Java is not installed by default on Windows any more and it (Java) cannot be installed portably. Therefore the application is not portable by Andrew Lee's definition. Same applies to stuff that depends on .NET
Actually, there is a way to set up a portable implementation of Java that can be used within Open Office Portable being discussed at the PortableApps.com forums. In the Beta Testing forum under Open Office.org 2.2.
