TCC (Take Command Console) is the new name for 4NT, which is now free in its basic (LE) version. I used 4NT for years, and it's a great console replacement for CMD, but until now it wasn't free.

To install, I ran the exe installer, then copied all files and uninstalled it.
By default it writes its settings to C:\Documents and Settings\<user>\Local Settings\Application Data\JPSoft\TCMD.INI, but copying this file to the application's directory made it use the local copy exclusively.
I tested with procmon, and couldn't find any other reason to suspect it's not portable.

Old topic update: TCC/LE (Take Command Console/Light Edition) 32/64-bit is free and latest release is currently v13.06 build 77 (latest changelog is at http://jpsoft.com/forums/threads/4728/).
TCC/LE is portable (extract and by create 'TCMD.INI' in program folder) and can be freely downloaded from http://jpsoft.com/all-downloads/downloads.html.
BTW, JP Soft preceding 4DOS (and 4NT?) shareware command shell replacement (which won't run on 64-bit Windows on account of being a 16-bit executable) has versions that are now freeware, after being open-sourced in contribution to the FreeDOS project (http://www.freedos.org/).
