I did a bit of work on this trying to make something happen but ultimately hit a wall. Maybe I'll come back to this or someone will figure out where I went wrong.

Steps:

1. Install to an external drive
2. Set settings directory as described here: https://forums.plex.tv/t/move-the-appda ... tion/74125 and point to the local folder
3. Launch program

Status: Not portable. Data still saved to AppData

Other issues: takes up roughly 1/2 gig of space for a media server and leaves 50 megs behind even after install.
