EasyTAG (http://wiki.gnome.org/Apps/EasyTAG) looked interesting, if nothing else because it issues from the Linux Gnome project but nonetheless has (32-bit) binaries for Windows (please note that the screencap below shows a German interface, but English is default). Sadly, in the briefest of tests, not only it didn't work after (Uni)extraction, but proved non-portable by still managing to create '%APPDATA%\easytag' and '%USERPROFILE%\.dbus'...

• EasyTAG is a simple application for viewing and editing tags in audio files. It supports MP3, MP2, MP4/AAC, FLAC, Ogg Opus, Ogg Speex, Ogg Vorbis, MusePack, Monkey's Audio, and WavPack files. And works under Linux or Windows.
