I found ZuluPad (from lifehacker actually hehe)
But, upon further investigation it uses registry entries.
About the Program:
ZuluPad is a notepad on crack. It's a place to jot down class notes, appointments, to-do lists, favorite websites, pretty much anything you can think of. The great thing about ZuluPad is that it combines the best parts of a notepad with the best parts of a wiki, a concept made popular by Wikipedia. The basic idea has been called a personal wiki or a desktop wiki.
Features:
cross-platform (Windows and OS X, *NIX port in the works)
Important features are in place, but ZuluPad is still being developed
Developer is open to feature suggestions on their forum
Completely free.

I have edited my post to reflect the true URL. Sorry about that, I am not used to the way that thihs forum software does the task of adding a hyperlink to a post. I am used to another forum software, maybe even another version of the same software, that pops up a box asking for title, hit enter, then pops up another asking for the URL. This forum software is not as user-friendly.

Tiddlywiki is portable (1 html file with the javascript and the data).
Moreover, by signing in for free with Tiddlyspot, you can have an online wiki, public or private (your choice), which can be downloaded on a USB stick (or elsewhere, it is a file) and synchronized back after.
Different tiddlywiki flavours are available.

Thanks for the links, but lately, I've just been using Google Notebook. hehehe. Works with, or without the Google Notebook browser extention; the extention (for IE or FF) merely adds an icon to the toolbar and status bar, to quickly launch the notebook.
And well, I heard google acquired JotSpot.com too, so we can look forward to GooWiki too lol.
