Gifsicle (https://www.lcdf.org/gifsicle/) has a well maintained (I think) windows binary (https://eternallybored.org/misc/gifsicle/) and has some of these desired features -which I share. It lacks a gui, however. There is a six years old tcl/tk gui (https://sourceforge.net/projects/gifsicletk/) that seems to do this, but I don't know how to (or if it can be) run in windows. Has anyone been able to run it in windows? If so, mind sharing the know-how?

Though likely, I couldn't find my request for drag'n'drop; maybe in a different topic?
