Do you mean this one:

Windows comes with its own on-screen keyboard, but you have to install tablet components.

If you just want to enter some special characters, tools like
WinCompose (
https://www.portablefreeware.com/?id=2615) or
BabelMap (
https://www.portablefreeware.com/?id=2352) may do the job.
Sorry, but I have no suggestion for typing.
EDIT:
https://freevirtualkeyboard.com/ claims portability, but I haven't tested it...

Hi giulia,
I suggest You to read this article on How-To-Geek:
and
In short the article author (Chris Hoffman) suggest a very old trick used on MS-DOS:
• press Alt key (on the left of keyboard), keep it pressed and type the char found on extended ASCII table
https://www.profdavis.net/ascii_table.pdf, then release the Alt key
• You can also use the 'Character Map' tool any Windows version: click on Start and enter
character map into the search box and hit Enter.
--> if You have a italian Windows, type 'Mappa caratteri' (without quotes)
--> If You have a german Windows, type 'Charakterkarte' (without quotes)
BTW
the char
{ (opening brace) is obtained pressing Alt + 123
the char
~ (tilde) is obtained pressing Alt + 126
