If I was to guess it's your AntiVirus/Firewall that might be the problem e.g. if you're using something like Avast!

Good call -- I decided to push it to discussion as I'd like to maintain Problems & Troubleshooting for specific apps rather than websites.

Well the direct nirsoft link here works.. just all the links in the listings..
odd. Maybe it is Zonealarm, I hadn't looked. but is seems Nirsoft specific.
