Not sure will help..but you may try below link :)
- Explorer 7 - Portable ? (TPFC info).
- TredoSoft (freeware).
- JauntePE 0.3.0 Alpha Nightly Build 14 (freeware).
- VMware ThinApp (Price.$6,050.00) the best..but..uhuk..uhuk (cough).

I would like to modify favourites and settings before making it. I can't do the VMWare thin app option because I can't install IE 7 on Vista. It is already built-in. Any suggestions?

From what I know..there is no one successful to create a customizable of portable IE7.
And honestly speak..I have no experience about this.
Sorry Eagle710..I can't help You :(

Note.
-------
Usually..if I got this kind of situation..then I search for alternative solution.
Like..Maxthon v2 (browser based on IE engine)..something like..a jacket for IE (maybe).

I did make a internet explorer 8 portable a short while ago and it worked better than i expected.

It was tested on a very heavily stripped down xp without internet explorer and it worked as if it has always been installed, also tested it on xp where the security has been turned all the way up, which made ie severely crippled but ran the ie8 portable and you can do what you want to it.

New link for the portable IE8

[Link removed - Mod]

Portable IE7 with flash plug-in,

[Link removed - Mod]

Both run completely in a sandbox, they do not effect/modify the host system in any way.

Edit: For XP sp2/sp3 only.

I have removed the links to IE7/IE8 because these are unauthorized distributions of commercialware.
