Ksnip still in active development at v1.9.0 https://github.com/ksnip/ksnip/releases … lots of good changes. Overall a nice interface, some innovative elements, and definitely unique.

Status: Not Portable. Still writes to registry.

I found another tagging file manager: https://tabbles.net/ -- claims to have a portable version right on the homepage. Unfortunately, the free version has quite a few limits: https://tabbles.net/buy-tabbles/ ... but this is clearly the most mature and feature-rich option tool I've seen.
