It is GPL, java-based, and from my look at the registry, portable.

Thanks for re-adding Eve. For those to whom it is new, a good interactive tutorial is in the file EVEIntro.eve, which comes with the application. I went for a couple of years before I had to go to the web site for the Eve Manual.

It appears to work almost identically to MemPad by Horst Schaeffer (http://www.portablefreeware.com/index.php?id=889)
I like its looks better than Mempad, but MemPad's capabilities more. Good effort, and the other utilities also seem to have promise.

While I like the resizing ability (as opposed to crosshairs), the .NET dependency ruins it for me. There are other products here on TPFC without that requirement.
