SwiftPDF does exactly what you want, I think. Despite its age, it works on Win 10. It defaults to 1 image per page, but you have some control over size by using page size and margins.

Portable VLC does this. Try Shift-Arrow (left or right) to go back or forward 3 seconds, Alt-Arrow for 10 seconds, and Control-arrow for 1 minute. I use http://www.dailyrotation.com/ as my news feed. It gives a list of many tech-related feeds, but you can add your own RSS or ATOM feeds as well. It has a choice of 5-15 headlines per site and a few other tweaks.

The gem I've been using for at least a decade is SysTrayPlay, written in 2001, and appears to be portable

It can still be found at Snapfiles (http://www.snapfiles.com/get/stpmp3.html) and is 204k long, and to me is more intuitive and easy to use than 1by1, if you like a minimalist interface.
