It worked for me but the site came up in Chinese only. I downloaded and tested it in a VM and it was basically just a central location for existing tools.

It's not that often but it did happen recently. They do test builds for failed builds. It would be a lot of monitoring to ensure we get good builds and update as necessary is the issue.

How about a cloud virtual machine? I know Microsoft Azure started offering them in preview last month. Not sure if they're generally available yet.
