All VPN providers in question are based on Hong Kong. Their names are UFO VPN, FAST VPN, Free VPN, Super VPN, Flash VPN, Secure VPN, and Rabbit VPN.

XVI32 comes to mind. For years, its latest update was from 2003 and it was thought to be dead... but then it got a 2.52 update in 2011.

It seems to be on hiatus again, no updates since 2012. But it remains a reasonably capable hex editor and I actually have some use for it in my new job.
