I dropped the publisher an updated version that bundles the VC runtimes, removes the splash, adjusts paths, and a few more touch ups. Hopefully it will be updated.

The splash screen was probably accidentally left in the PortableApps.com Template that this was built from. Once you download the app, you can delete the file App\AppInfo\Launcher\splash.jpg to remove it.

I've confirmed it's an issue due to changes in the new Quantum release. You can follow the bug report and download the test version of the upcoming Firefox Portable launcher that fixes it here: https://portableapps.com/node/57289
