Have you tested online only inoreader.com? Has been my number one RSS reader for quite some time now and as you seem more comfortable with browser based solutions it just might fill the bill. Not fond of readers which require some account to use but I can see how for some it'd be useful to have it ...

Mp3Tag's last XP-compatible version is 3.05 according to the official site announcement.

3.05a (current dev build) is Windows 7+ only.

Tucows would be completely irrelevant if it wasn't for them running Hover. It's remarkable how long their freeware site remained online since I've literally never seen it linked to or mentioned for like 20 years.
