Run as administrator without command line?

I found an app that was designed to grant a limited account access to administrator rights, but requires .NET framework, sadly.

Does anyone know of a similar app, preferably truly portable, that doesn't require command line and can grant administrator rights?

Chaos Manager added itself to my start menu...

I'm a bit at a loss - can I delete that without crashing the system?

I can "trick" my box into recovering itself from a previously saved image, of course, but I'd prefer to save that as a last resort. :P

Foremost would be Pidgin , as I've used it with all the networks you mention apart from Skype, and it works well.
