Here is a different approach which replaces string data within a line. This is not very elegant, but it demonstrates the approach. Joby, Thanks for replying. I did not know about the profiles, but unfortunately PickPic still needs to map the PrintScreen key to itself even with the hotkeys disabled. I'm using Skype in portable mode with a batch file launcher.

M@tty, You are correct. The popups I got were the "unknown publisher" popups rather than UAC. Sorry for the confusion. I'm not getting them anymore, because I unchecked the "Always ask before opening this file" box on the unknown publisher popup. I am still not able to close Privoxy from the Vidalia...
