Just a note here that it's possible to block ALL EXE files in batch/recursively inside a given folder. I did this recently for a group of old programs that I didn't want to connect to the Internet.

It appears to me functionally portable in terms of usability. We do like "no-install" programs here (I have a few that I run on my computer as we speak), but we try to reserve stuff for entry into the database based on whether or not you have to re-enter your settings each time. No they are literally the settings of the program, it's how the program works, it checks your registry to see if there were changes since the last time you ran the program and cross-checks that with the .cfg file with your settings, if they differ it will ask you if you want to change the registry ...

No recent updates (since 2019) but the changelog lists a portable version (https://www.medo64.com/qtext/history/), which I guess means the "zipped version". Unfortunately in my tests, it's still not writing all settings to the local folder. Still not portable.
