You have to download the application separately, at least for the first time. No you shouldn't have to download Chromium separately. IIRC, FossHub hosts freeware, not only open source software.
EDIT: There are well known and reputed open source (i.e. SMPlayer, Audacity), freeware (i.e. foobar2000) and even freemium (SpyBot S&D) software hosted there.
