Balabolka is a feature-rich program to read text aloud from a variety of file types including DOC, RTF, PDF, ODT, FB2 and HTML. The program uses Microsoft's own Speech API 4 and 5, but lets you fine tune various voice parameters, including rate and pitch, and a substitution list can also be applied to improve the quality of the voice's articulation. The program supports customized font and background color, skins, control reading from the system tray or by the global hotkeys.

Balabolka can also save the synchronized text to external LRC files or in MP3 tags inside the audio files. When the audio file is played with players on a computer or on modern digital audio players, the text will be displayed synchronously (in the same way as lyrics for songs).

Also includes batch conversion tools from of a wide variety of document formats to audio or plain text and a file compare tool, file splitter, and screen magnification window.

Balabolka 2.11.0.584 has been released, changes:

+ Added the main menu items "Add Current Line as Named Bookmark" and
"Create Table of Contents".
* Updated the text split method: if text block size is defined, this value
will be used as a limit, not as a target. The program will split text
into equal parts.
* Resources for German and Spanish languages were updated (thanks to
Regine Mueller and Fernando Gregoire).

- Fixed the image viewer.

Free MP3 Cutter and Editor can do simple edits to WAV and MP3 files, including volume changes, fade-in and fade-out, and delete sections. Can convert mono to stereo and vice versa.

Note: The program by default saves MP3 files at 128 bitrate.

MuseTips Free MP3 Cutter and Editor is currently at v2.7.0 (changelog at http://www.musetips.com/free-mp3-cutter-and-editor-version-history.html).

Only an installer is provided for downloading, but it can be (Uni)extracted and is portable/stealth.

A few disjointed comments...
1. The version is up to 2.8
2. The portable option has been reinstated.
3. I just wanted to snip unwanted sections; this did it simply and intuitively.
I find "more advanced" editors get confusing.
4. MBAM finds a PUP in the file. Seems like a false positive to me (I added an exclusion)

It's highly subjective (see subbject of psychoacoustics) but there are objective measures that can be taken to achieve it. I still remember when the PC platform was absolutely lousy soundwise -- it has now come a long way and in terms of digital audio it is bit perfect, if you choose the right tools. EAC or CueTools for ripping and a player like foobar2000 or XMPlay (or Resonic, for that matter) for playback are sound (pun intended) starting points...

Just realized new version supports dsd in wavpack: "Support for high-resolution DSD audio files compressed with WavPack, i.e. compressed DSF/DFF in .wv files. Note that while DSD-in-WV saves quite a bit of space (in our tests 35-50%) it also takes a bit longer to decode (e.g. to prepare the waveform.)"

This is the best program for downloading anything from YouTube I have found.
@smaragdus - $9.95 USD is very reasonable, but really sucks that only minor updates are included :(

I've always used the batch program and not the standard version, although it works well too. The batch is superior for downloading multiple videos. I use an older free version of the batch program that's limited to a max of 5 simultaneous downloads. From what I understand, the new batch version doesn't work at all without purchasing a license.

mp3DirectCut is a small tool for editing MPEG audio directly. You can remove parts, change the volume, split files or copy regions to new files, all without the need to decompress your MP3 into PCM/WAV. This saves work, encoding time and disk space. In addition, there is no quality loss to edited files.

Functional in Linux via WINE.

There is a new version of mp3DirectCut- 2.21, but I do not like the new icon and will stick to mp3DirectCut 2.20. I do not get it why all developers embrace the ugly and unbearable M$ flat design.

In v2.22 there's a 'Configuration Storage' setting under Prefs>Folders. By default it's unchecked. Does it need to be enabled for portable use?
