Audacity is a multi-track sound recorder and editor with support for most audio formats and sophisticated effects such as noise removal and studio reverb. Users can record live audio, compress or convert file types, as well as cut, copy, splice or mix sounds together.

Cross platform with clients available for Mac and Linux.

Alternatively, Audacity Portable and X-Audacity are also available.

How to extract:
  1. Download the ZIP package and extract to a folder of your choice
  2. Create an empty folder and name it Portable Settings in the same directory
  3. Launch Audacity.exe
Due to licensing restrictions, users must follow these instructions to export to MP3.

Using Audacity Portable and folder is there after close.

Current version is somehow stealth after configuring the temporary folder to point to something inside the program folder (Audacity doesn't accept the system temp folder) - the created "Audacity/SessionStore" folder in LocalAppData can then be deleted.
No entries in the registry any more (except Audio.. PropertyStore, but this applies to all programs with sound output and is not persistent)

...sorry, business as usual - somehow inconsistent, but after the third start, Audacity created %LocalAppData%\Audacity again. And in addition there's no way to change the language. Strange behaviour.
