Greenfish Icon Editor Pro is a tool for creating icons, animated or static cursors and other small images. Can extract icons and cursors from executable files and icon libraries, batch convert image files to icons or other image formats and supports advanced selection handling (marquee, lasso and wand tools, saving/loading selections from files). Offers various gradient styles for filling shapes, and includes many filters such as remove matte, drop shadow, inner/outer glow and bevel etc.
The program opens and saves in ICO, CUR, ANI, PNG, XPM, BMP, JPEG, WebP and TGA formats and creates icons and cursors up to 256x256 @ 32-bit, which can also be PNG-compressed for use in Vista and above.
Include Greenfish Image Converter (for processing TIFF and SVG files), which requires .NET Framework 3.5.
A 64-bit version is available (within the folder). Alternatively, a PortableApps version is also available: Greenfish Icon Editor Pro Portable.

When you click the download link, a page opens with the download, just un-check the "Use our download manager and get recommended downloads" box. You'll get the zip file that you want. My Avast keeps blocking the site/file so I just disabled. After download I checked using VirusTotal and comes up clean.

Greenfish Icon Editor Pro 4.0 |
Sigil is a tabbed editor for the EPUB format commonly used in eBooks. The program includes basic formatting, customizable fonts and styles, hotkeys and spellcheck. You can generate a table of contents, embed files (audio, video, or other), edit/add metadata, rearrange or split pages, add vector (SVG) images and available "clips" for frequently entered text.
As the format is based on simple HTML, the program includes a WYSIWYG-style book vs. code view, the ability to modify cascading style sheets and additional functionality via plugins. The program can even shrink some eBooks by discarding unused media elements.
Cross-platform with clients for Linux, Mac and supports many languages. Sigil Portable is a wrapper version of the program and X-Sigil is also available.

Dynamic Draw is a vector graphics editor useful for making flowcharts, line drawings, org charts, buttons, etc. It is an object-oriented drawing and design program with an intelligent linking system. It can export to other vector graphics formats such as SVG as well as non-vector graphics formats like JPG, TIFF, PNG, EMF, WMF, PSD, BMP, and PSD.
The program supports OLE allowing one to copy objects and paste to other OLE applications and vice versa, but the portable mode may experience issues with this.

Download the ZIP package and extract to a folder of your choice. Launch DynamicDraw.exe. Optionally, the program comes with video help files that take up 25 megs of space in the LangId\1033 folder. These files can be removed to save space without impacting the program, but deleting the entire folder will cause the program to crash on launch. |

Inkscape is a vector graphics editor and open alternative to commercial apps like Illustrator, Freehand, CorelDraw, or Xara X. Useful for branding, icons, web design, publishing and even illustrated maps, it supports features like shapes, paths, text, markers, clones, alpha blending, transforms, gradients, patterns and grouping. Uses the open W3C standard Scalable Vector Graphics (SVG) file format, as well as exporting to other vector-based and standard image types like PNG. Imports formats such as JPEG, PNG and TIFF.
Inkscape Portable is a portable wrapper distributed by the publisher using the PortableApps.com format. Alternatively, X-Inkscape is another wrapper that writes settings to the application folder.
Those on Windows XP and Vista should use 0.92.3 as that is the last supported version for those operating systems.

FreeCAD is an parametric 3D modeler that lets you sketch geometry-constrained 2D shapes and use them as a base to build 3D objects. The program also allows you to easily modify your design by going back into your model history and changing its parameters.
FreeCAD reads and writes to many open file formats such as STEP, IGES, STL, SVG, DXF, OBJ, IFC, DAE.
Cross platform (Mac, Linux). Many user-contributed addons/macros are also available, for example to let you easily create screws and bolts, instantly construct lego bricks, etc.

LazPaint is a full-featured image and photo editor with support for layers, drawing tools, filter effects, rendering textures and more. The program can do standard operations like resize, flip/rotate, and crop, as well as advanced operations like zoom without pixelation ("smart zoom") and complex color controls. Supports variety of image formats, including SVG, RAW images, PDN (paint.net) and WebP.
Cross-platform with clients available for Mac and Linux.
Alternatively, LazPaint Portable adjusts paths and includes both 32-bit and 64-bit versions.

BlueGriffon is a feature-rich tabbed WYSIWYG content editor for the Web with formatting, spell-check and keyboard shortcuts. Powered by the rendering engine behind Firefox, it's a modern and robust solution to edit HTML in conformance to the latest standards, including HTML 4, XHTML 1 and HTML 5 documents. and a quick FYI about the comment on not having to pay for CSS editing, the "free one' in the program seems to be somewhat of a bad joke. It is a beat-around-the bush feature that lets you do something you wouldnt expect it to, and other features are just plain missing.. they may be there buried somewhere, but to a user who just installed it and is testing it out, it isn't very convincing, I did manage to find some of the features after an hour, and you shouldn't have to go into code to correct something that the editor did wrong. The spell checker seems like instead of correcting words it replaces the word and leaves the misspelled word right next to it. Like I said, maybe there is some option buried but to the new user of the product, it just doesn't do it. I ended up just writing my own simple WYSIWYG webpage editor in a few days and have the functionality i need... sheesh

osirisgothra: Every WYSIWYG editor I've worked with requires that I go back at some point and fix something in the code that the macro editor side broke. In my experience so far, BlueGriffon does some things better, some things worse. As to the CSS and rigidity, I agree, but the truth is that this is the direction Adobe went with Dreamweaver and I think BlueGriffin is trying to be an OSS alternative to that program rather than a normal WYSIWYG.

EVE (Embedded Vector Editor) is a tiny vector-based drawing tool. Additional object libraries can also be downloaded, including logic gate circuit symbols, flowchart symbols etc.
Note: There is also EVE Web Edition, which supports SVG export/import.
