Audacity is a multi-track sound recorder and editor with support for most audio formats and sophisticated effects such as noise removal and studio reverb. Users can record live audio, compress or convert file types, as well as cut, copy, splice or mix sounds together.

Cross platform with clients available for Mac and Linux.

Alternatively, Audacity Portable and X-Audacity are also available.

I am seeing a blank folder created in C:\Users\\AppData\Local\Audacity
with nothing inside with latest version. Can anyone confirm?

goodandbad: might be a big file thing: program seemed to choke when I added a 1.3 gig WAV file. However, the batch processing for some basic normalizing operations was very, very useful. Definitely keep this around to do what Audacity won't.

Looked and sounded great, but batch processing only as .wav files, and you cant select multiple processing options. Maybe in the future this will be worthwhile, but not yet.

WaveShop is a fast and lightweight audio editor. The program is bit-perfect, meaning uncompressed audio samples aren't altered unless they need to be; editing a portion of an audio file only affects that portion and the rest of the file remains untouched. Cut and pasted audio blocks won't modify their contents. This is especially useful for patching a finished master without corrupting its dither. Other features include unlimited undo, peak and RMS analysis, normalizing, fading, audio generation, and more.

Note that the author recommends running the 64-bit version (if you have 64-bit Windows) as it can load bigger files without running out of memory.

Alternatively, WaveShop Portable automatically switches between 32 & 64-bit and portablizes paths. X-WaveShop is also available.
