SepPDF is a tiny PDF file splitter with drag-and-drop support.

PDFArranger is an editor program to merge, split, rotate, crop, rearrange, duplicate and interleave pages. The program supports drag-and-drop insert of other PDF files, auto-crop whitespace, rotation of individual or any combination of pages, scale size (e.g. tabloid to letter size), and more.

The program can print "restricted" PDFs, split pages, export components of the PDF to separate files, or import standard images into a PDF document.

Cross-platform with clients available for Linux.

Tweak PDF lets you set the initial view preferences of a PDF document, such as whether to center window of the PDF file when opened, whether to display document title, to fit window, to hide menu bar, to hide toolbar, and to hide window UI. You can also set the page mode of a PDF document, such as show PDF files in full screen mode, outlines mode, thumbnail mode, or simply without any special mode. In addition, PDF document properties such as title, subject, author, keywords etc. can be modified.

Note: The latest version is no longer freeware - now includes a 500k file limit. As such, I have made the last free version (v1.33) available for direct download.

PDFTK Builder Enhanced is a tool to combine (collate), split, decrypt, add background/stamp, password protect PDF files etc. It is a GUI frontend to the command-line PDFtk.

Note that this project is a fork of Version 3 of PDFTK Builder by Angus Johnson to:

• Enhance the user interface
• Add PDF operations and options
• Update the program to be compatible with later versions of PDFtk

PDFsam Basic lets you split, merge, and extract pages, as well as rotate and mix PDF files. Input files can be merged completely or partially, and a page selection can be set in the form of comma-separated page intervals (eg. 1-10, 14, 25-), letting you specify what pages you want to merge.

Generated PDFs can include a table of contents at the start of the file. A list of clickable entries will let you easily navigate through the merged files.

Versions for Mac and Linux also available, as well as a commercial version with additional features.

NAPS2 (Not Another PDF Scanner 2) is a document scanning application with a focus on simplicity and ease of use. Scan your documents from WIA- and TWAIN-compatible scanners, organize the pages as you like, and save them as PDF, TIFF, JPEG, PNG, and other file formats.

File Blender is a simple drag-and-drop file media file conversion tool to quickly and simply change basic aspects of files including format, with basic quality and effects that average users will need for daily use. Can modify a long list of image, audio, and video formats, as well as split/combine PDF/TIFF files.

The program even includes optional encryption component and options to cleanup/obfuscate CSS, HTML, and JavaScript.

ExifToolGUI is a tool for viewing/editing metadata inside a long list of file types including document, audio, video, image, PDF, and more. For images, the program can both view and edit metadata information such as camera/device used, settings on the device, and even map the location the picture was taken if the camera has GPS capability. The program also supports IPTC and XMP tags, has batch capability, and can import/export all tags.

For privacy (and file size), the program can remove all metadata from selected files.

The program is a front-end for the cross-platform ExifTool. It extracts the content of ExifTool.exe to a temp folder under the user's folder, along with thumbs, if enabled.

UnityPDF is a PDF manipulation software that allows you to drag-and-drop a series of documents and then order them before processing. Available operations include merge, split (one file per page), divide (split by file size or by X sections), extact/insert pages, rotate. You can also set usage permissions (allow printing or modification) with password-protection and options to view or remove file metadata.

PDF Password Remover disables restrictions from protected PDF files that prevent capabilities such as printing and modification. The program requires the user password in order to remove restrictions and does not include a password audit tool.

Note: Program has gone cripplware and will only work on the first page of a PDF. Seeking a mirror for the last available freeware version.

GSview is a graphical interface for Ghostscript, an interpreter for the PostScript page description language used by laser printers. For documents following the Adobe PostScript Document Structuring Conventions, GSview allows selected pages to be viewed, printed and converted.

JPdfBookmarks is an easy way to add, change, or remove nested bookmarks in PDF files using an intuitive interface. The program has a variety of view, bookmark formatting options, the ability to extract links, and even optionally make bookmarks visible by default.

RotPDF is a tiny program to rotate PDFs by 90, 180 & 270 degrees with support for drag-and-drop operation.

PDFTK is a command-line based tool for merging, splitting, encrypting, decrypting, compressing, decompressing and repairing PDF documents. GUI for PDFTK provides a graphical frontend for PDFTK.

Note: Under Windows XP, the program will report "The pipe has ended" after processing the PDF document. This is not an error! It indicates successful operation.

Swift PDF tranforms and combines images from scans, photos, downloads or any other source into a single PDF document. You can set the page sizes, adjust the margins, and page orientation.

PDF2EXE converts any PDF file to EXE, making PDF readable on any computer without PDF reading software. The conversion from PDF to EXE preserves the look and feel of the original document and includes optional compression. Note that PDF2EXE is based on Cool PDF Reader, which has attracted some comments disparaging the quality of its rendering engine. If you don't like Cool PDF Reader, you will probably want to give this a miss as well.

PDF2EXE also contains security features such as encryption of the shared PDF to help prevent modification, as well as disabling printing and image conversion.
