VirtualDub is a video capture/processing utility. It lacks the editing power of a general-purpose editor such as Adobe Premiere, but is great for video capture and transcoding via third-party video codecs. It can also read MPEG-1 video files by default but requires Plugins Pack to open more types of video (adds FLIC, FLV, Matroska, MPEG-2, AC-3 and WMV).
VirtualDub Portable is a PortableApps.com format wrapper for VirtualDub. Alternatively, X-VirtualDub is also available.

@Joe: Try to edit the "VirtualDubPortable.ini" file from the "VirtualDubPortable\App\AppInfo\Launcher" folder by commenting/removing the following line: "ProgramExecutable64=VirtualDub64\VeeDub64.exe".

I gave up on this Portable Apps version of VirtualDub. Here' why.
1. If you are running a 64-bit system (like me) the Portable Apps launcher detects that and launches the 64-bit version of VirtualDub. There is no way to launch VirtualDub 32-bit. Why is this important? The vast majority of plugins are 32-bit and they CANNOT work in VirtualDub 64-bit.
2. Forget about the Portable Apps Plugins Pack. It is too limited and still doesn't allow you to open MP4. Get this FFMpeg Input Plugin instead: http://sourceforge.net/projects/virtualdubffmpeginputplugin/ Put it in the Plugins folder and rejoice in all the formats it can open.
I spent an endless amount of time struggling with these issues. I hope others read this and save themselves a lot of frustration and wasted time. Get the 32-bit version of VirtualDub from the developer and the plugin above. I know it's not stealth and it writes settings to the Registry but that's a whole lot better than the headache that comes with this Portable Apps version.

Having issues getting VDPortable to read MP4s encoded with h.264. Installed the plugins pack yet still no dice. Nothing appears under Options>Plugins, either, videos show a missing codec image or simply don't open.
Since that didn't work I'm currently trying to get FFDShow to recognize VDPortable, after installing it's plugin to the 64-bit plugin folder. Any tips on how to get them playing well together would be great.

VirtualDub was an essential program to have back in the day when there were very few progs for doing anything useful with video on your PC. Those days are gone and there are dozens of choices out there now, both free and pay.

May seem a little odd, but for a very powerful (and portable) video editor, try Blender. It uses ffmpeg to open/save videos but it keeps it's own copy in a subdir, so no installation necessary.

It's for 32bit VirtualDub, so to use with x64, change App\VirtualDub.exe to App\Veedub64.exe
